Asset Management Plan - Local Policy StatementWest Sussex local authority fully supports the introduction of Asset Management Plans (AMPs). They provide a useful way of analysing the investment needs of all our sites and buildings; testing these against agreed criteria, and thereby determining priorities at both County and school level. The overall objective is to target investment to help raise further standards of education across the County. This Local Policy Statement (LPS) below reflects developments identified by the Department for Children, Schools and Families (DCSF) in recent guidance and takes account of progress within West Sussex local authority on AMPs. It is recognised that the LPS must be considered a working document and will be reviewed as appropriate. Consultation and discussion with headteachers, governors and dioceses has, therefore, been an essential element of the process and will continue to play a major part in its future development. AMPs are important instruments since they will enable the DCSF to develop schemes to identify longer term funding to meet both local and national priorities. Decisions based on AMPs should lead to greater efficiency in the use of capital, improved educational outcomes and greater transparency in the allocation of resources. The AMP in West Sussex will cover all maintained community, foundation and voluntary schools. This will include primary, secondary and special schools; it will also cover nursery schools and pupil referral units. Other property, which is the responsibility of the Adults and Children Service, such as youth centres, adult education centres, professional centres and school houses, will also be covered. The AMP will provide guidance for all significant premises-related spending, both capital and revenue, either devolved to schools or held by the local authority. The future development of AMPs is likely to include the capital assets of the County Council as a whole, rather than just education premises.
